Based on satellite imagery, it appears the park is opening slowly in phases. The original construction started between 2010 and 2013 on a ≈ 400,000 m² area. This included footers for an inverted coaster placed at 39°33'25.58"N 118° 3'44.95"E, the start of a mountain facade for a roller coaster, a grand entrance way to the east and a ≈ 40,000 m² dense cluster of heavily themed structures on the southern edge. Construction appears to have then focused on the entrance way and the cluster of themed structures which were walled off from the rest of the project. These sections appear to have opened in May 2013. By April 2014 track appeared within the mountain facade and construction continued on a large decorative which the entrance way leads to. Little activity was seen in August 2014 but between then and April 2015, all construction appears focused on a large central building which was largely complete by April 2018.
